COUNCIL TO CONSIDER CHICKEN ORDINANCE

Please take notice that the Borough Council of the Borough of Green Lane (“Council”) will discuss and possibly adopt a proposed ordinance, which is summarized below, at its regular meeting at 7:00 p.m. Thursday, May 8, 2025, at the Borough Hall at the Green Lane Firehouse, 214 Main Street, Green Lane, PA.

All interested persons are invited to attend. Summary of Proposed Ordinance

This proposed ordinance of the Borough adds a new article to the Code of the Borough (“Code”) entitled “Livestock and Chickens” to authorize and provide standards for the keeping of livestock and domesticated chickens in the Borough.

The proposed ordinance includes a definition section that defines the following terms: Borough, chicken, chicken run, chicken coop, dwelling, livestock, permitted tract of land or property, rooster, permittee, permitting officer, and person. The proposed ordinance provides that except as permitted pursuant to the Green Lane Zoning Ordinance of 1971, as amended, no person shall keep any (i) livestock, (ii) farm animals, including, but not limited to, pigs, hogs, horses, cows, chickens (except as permitted in the proposed ordinance), (iii) ducks, and (iv) sheep within the Borough, nor shall any person maintain any buildings or pens (except as permitted in the proposed ordinance) for the keeping or maintenance of any such animals at any place within the said Borough.

The proposed ordinance provides minimum standards for the keeping of chickens. The proposed ordinance also includes general rules for the keeping of chickens and provisions addressing general requirements, regulations, and permitting in order to keep chickens in the Borough.

The proposed ordinance adds to Part II, entitled “General Legislation,” Chapter 149, entitled “Animals,” an article I, entitled “Livestock and Chickens,” to the Code. The proposed ordinance includes sections addressing (i) violation and penalties, (ii) repealer, (iii) severability, and (iv) effective date of the proposed ordinance.
